Democrats Make Gains, but Don’t Count on Washington to Rescue Grain Prices
Voters south of the border pushed back on tariffs, but the people who imposed them hold power until January, and Ottawa and Prairie farmers should plan for a slow and uncertain thaw.
Canadian politicians were quick to celebrate the American midterm results. Ontario Premier Doug Ford said he hoped the Democratic gains would end the tariffs on Canada. Canada’s Trade Minister Dominic LeBlanc was more careful, telling reporters that Canada’s focus has not changed and that negotiators will keep working on affordability, major projects and diversifying trade. LeBlanc was right to be careful.
What the vote did and did not change
The Western Producer reported on November 4 that Democrats were set to gain power in Washington, with Ohio State agricultural economist Ian Sheldon saying that affordability, and its link to tariffs and the war in Iran, drove the pushback against Republicans. He said about three-quarters of voters are very unhappy with the tariffs. He also expects litigation against the U.S. tariffs on Canada, which rest on a 1930 trade law, Section 338.
But the new members of Congress will not be seated until January. Reporting on November 5 said the Trump administration still has about two months of unhindered authority and has threatened more tariffs on Canada in January if there is no deal. Canada-U.S. talks stalled after August and have only recently restarted. Prime Minister Mark Carney said after speaking with Trump over the weekend that there was reason for some optimism, though no details were given.
What is at stake for farmers
The good news for Prairie farmers is that agriculture is not the core of the dispute. Michael Harvey of the Canadian Agri-Food Trade Alliance told the Producer the talks are about cars and steel. Canadian canola oil, beef and pork have so far avoided the tariffs, and Sheldon thinks new tariffs on them are unlikely for now. North Dakota Farm Bureau president Valerie Wagner said she still hopes CUSMA can be improved once the political heat cools.
Maryland Congressman Jamie Raskin said Democrats would put an end to the tariffs, arguing Congress controls tariffs under the Constitution, and he hopes to act within the first 100 days. That is a promise from one member of a party that does not yet hold the gavel. It is not a policy.
Ottawa should do the sensible things now
Waiting for a rescue is a poor strategy. Ottawa can get on with what it controls: finish the CUSMA review preparation, avoid new counter-tariffs that raise costs for our own farmers, and keep working on trade with other partners. It can also cut its own costs. Fiscal restraint, lighter regulation, and tax rules that reward investment are things Canada can do without anyone’s permission, and they make us less dependent on a deal in Washington.
The lesson of the past two years is that trade access is the most valuable thing a farmer owns, and it should never rest on one customer’s mood. That applies to the United States, to China and to India.
What to watch
Mark January on the calendar. If the administration follows through with new tariffs before the new Congress is seated, markets will notice quickly. Keep sales contracts clear about who bears tariff risk. Do not hold grain in the hope of a political breakthrough. And watch crude oil and the exchange rate, because they move canola prices faster than any headline from Capitol Hill.
