Canadian Canola Finds Its Way Back Into Pakistan
After a three-year halt, Pakistan has once again opened its market to Canadian canola and other genetically modified crops — a move that arrives at a critical time for growers.

The Canola Council of Canada has confirmed that renewed access is now in place, with president Chris Davison highlighting how valuable Pakistan has been historically as an export destination. This development helps fill part of the gap left by the loss of Canadian seed exports to China.

Saskatchewan Canola Development Commission chair Dean Roberts called the news a boost of optimism after a challenging period: with tight margins, high input prices, and difficult yields in some regions, any improvement in market opportunities is welcomed on the farm.

What changed?
Pakistan previously lacked a functioning system to review and approve genetically modified imports. Over the last few years, its National Biosafety Committee created the necessary regulatory framework, with the federal cabinet approving updated biosafety rules late in 2023. Implementation began in early 2024, enabling the registration process for GM crop imports to finally move forward.

Canada supported the process by supplying information for its approved GM canola events. With those varieties now cleared, import licenses can be issued to Pakistani buyers.

Why this market matters
Pakistan has purchased up to 1.35 million tonnes of Canadian canola seed in strong years, and between 2015 and 2020 averaged more than 800,000 tonnes annually. When import licensing requirements were introduced in late 2022 — before the new system was ready — shipments came to a halt.

Now, with licenses available again, interest from Pakistani importers is already being reported.

Looking ahead
It remains to be seen how much this market can offset the loss of Chinese demand, which previously represented several million tonnes of annual sales. The Canola Council is also keeping a close eye on other potential growth regions such as Mexico, the EU, and Japan — countries that have historically imported large volumes of Canadian seed.

For growers facing tighter returns due to lower commodity prices and stubbornly high fertilizer costs, re-entry into Pakistan offers a timely opportunity. As Roberts notes, many producers are looking for any good news they can get heading into next season
